I have updated ipfs-pubsub-room on the shipyard to work with libp2p v0.29.0

All tests passed. Uses the new Uint8Array for pubsub & private messaging. It would be nice to get some eyes on this again since it’s been outdated since the start of the year and is a really useful package.
