Iām not sure how good IPFS can handle THAT amount of data, but it might be cool to collaborate with NASA to reduce the costs by clustering and caching on the clients.

why not create and launch a Virtual Drive Space Probe with a large data store and forward capability over a DTN protocol. As the Probe moves out further the data capacity repeated in the loop gets greater. Repeat Data you want to access more frequently and allow internet users to send in Que requests for the data over delay tolerant network
