Switching to discuss.ipfs.tech domain

We will be moving this forum to https://discuss.ipfs.tech.

The change is cosmetic, but allows us to isolate IPFS Project and Community websites from the gateway at ipfs.io/ipfs/.

There will be a brief interruption, and users will have to log in again on the new domain. This is one-time thing.

For those who use the Discourse iOS app, this will be confusing Delete your existing entry and re-add the new domain and all will be well.
