Cannot bootstrap: failed to find any peer in table

Hello.
I am struggling with bootstrap on private network. The swarm.key is also the same, and there is only 1 masternode in bootstrap.
But bootstrap error: failed to bootstrap. I get the error failed to find peers: failed to find any peer in table, and swarm peers is empty.
The swarm connect command also doesn’t work
