After a data migration (from my SSD to HDD) gone south, my IPFS command line not working anymore. “‘ipfs’ is not recognized as an internal or external command, operable program or batch file.” Any help to restore it is much appreciated!

On Windows, you need to either execute these commands using Powershell , or update PATH manually by some other means ( example ).
