The problem is that users can upload to ipfs and they just pass their cid to my function and I have no control which node they used.

I don’t really know that the use case you are meeting.

I don’t think there are any good ways to archive your goal. a alternative way I can think is let user download a IPFS-desktop and save data to users’ IPFS node. Or just waiting filecoin becomes easier to use.
