Is go-ipfs understaffed?

I am quite new to the ecosystem but I have noticed over the past couple of days that go-ipfs have more than 1k open issues and more than 100 open pull requests. At the same time 300 contributors is quite a significant number of people involved.

The JS ecosystem seems to be a bit better but still lagging behind.

Is the whole project understaffed in general compared to amount of users?

It may be so. The last current comment on a lot of issues is PL staff saying “Good idea, we want to go there, but we don’t have the bandwidth right now”.
